Bill (Reg. No. 2049) is aimed at expanding the jurisdiction of the Counting Chamber of giving her the authority to exercise control over government revenue that will provide full control over the execution of the state budget.
Thus, article 98 of the Constitution of Ukraine is suggested in the new version:
“Article 98. The control on behalf of the Verkhovna Rada of Ukraine over the receipt of funds to the State Budget of Ukraine and their use is exercised by the Counting Chamber.
Organization, authorities and operating procedures of the Counting Chamber are determined by the law.”
It was noted at the meeting that, according to the Conclusion of the Constitutional Court of Ukraine of 21 May 2013 number 1-v/2013, the bill amending article 98 of the Constitution of Ukraine (regarding the powers of the Counting Chamber) meets the requirements of sections 157 and 158 of the Constitution of Ukraine.
